can you still go to an official apple shop and bring you mac book pro laptop, and upgrade things similar to storage space and ram after your purchase? I am looking to buy the cheapest 13-inch macbook pro laptop.

It may be possible, but it'd be tricky because of the aluminum unibody that enclose everything pretty much permanently. I would go ahead and configure it up to that time you buy it just to be safe, but you can't lose anything from asking the Genius Bar. I would expect they'd hold to have something that can take it apart.
